Regulatory Authority Penalizes Betfair for Licensing Breaches, Sugarhouse for Minors' Gambling Infractions
The Pennsylvania Gaming Control Board (PGCB) recently enforced penalties on two prominent gaming operators in the state, Betfair Interactive US LLC (operating as FanDuel) and Sugarhouse HSP Gaming LP (which operates Rivers Philadelphia Casino).
In the first enforcement action, Betfair Interactive US LLC was fined $40,000 for failing to properly license several of its employees, a violation of state gaming regulations. This fine was imposed due to the company's oversight.
The second enforcement action was a $30,000 fine against Sugarhouse HSP Gaming LP. The fine was issued because the company allowed underage individuals to access the gaming floor and gamble on two separate occasions. This is a clear violation of the legal gambling age requirement in Pennsylvania, which is 21 years old.
In addition to the fines, seven individuals were placed on the PGCB's Involuntary Exclusion Lists. These lists prohibit individuals from accessing any casino, online betting site, or Video Gaming Terminal location in Pennsylvania. This includes instances of online gaming fraud and child endangerment.
Notably, a female patron was banned after leaving two minors unattended for over seven hours while gambling at Hollywood Casino at the Meadows. This case highlights the PGCB's efforts to prevent child neglect and promote responsible gaming practices through its "Don’t Gamble with Kids" campaign.
The PGCB continues to emphasize the importance of full regulatory compliance by all gaming licensees and the need for land-based operators to maintain strict supervision and security protocols to prevent underage gambling.
The PGCB's Office of Enforcement Counsel (OEC) presented the violation against Betfair Interactive US LLC, and the details of the patrons or outcomes in the Sugarhouse case were not disclosed.
The total number of barred individuals statewide is now 1,411. The Pennsylvania Gaming Control Board (PGCB) will hold its next public meeting at 10:00 a.m. on August 20, 2025, at the Strawberry Square Complex in Harrisburg.
